I personally think that one page is easier to keep an eye on.

Well, I'd rather go for allot of smaller pages, that's actually easier to keep clean and manage.
Extensions like, admin.file_edit.php or admin/file_edit.php, think will be more rational than having a 250kb script and trying to find a bug in that.  :P

Just my two cents... or rather one.

Hmmm, I would say split the staff pages up, but perhaps have more than 1 staff function on a page.
I agree with Spud that multiple pages would be easier so that if an error occurs, you can find it more easily.
However, there should be a lot of staff functions and if they were ALL on their own pages, it would be a hassle to manage them.

I think maybe give each type of staff function a page, such as, all the logs on a stafflogs.php page.
