Error in authenticate,crons and register

Warning: mysql_connect() [function.mysql-connect]: #07000(proxy) all backends are down in /home/admin500/public_html/class/class_db_mysql.php on line 46
FATAL ERROR: Could not connect to database on localhost (#07000(proxy) all backends are down)

I get this error how to fix it and what it means and what cazed it can plz get answers

Did it work when you first installed? If not this could be an installation error.
